Meanings

[Basic Meaning:] wheel turning sage king 

Senses:

In pre-Buddhist Indian tradition, this refers to a sagely, benevolent 
and capable ruler, who eminently handles the domain; somewhat of an 
ideal, mythical vision of the perfect king, who is able to rule by 
righteousness rather than by force. In Buddhism, a special meaning is 
implied, with this ruler possessing a buddhas enlightenment and 
abilities. In particular, there are four kings, who possess gold, 
silver, bronze and iron wheels respectively (cakravarti-rāja). 
According to Wŏnhyo's commentary on the Sutra of Brahma's Net, the 
religious attainment of the Wheel Turning Sage Kings ranges from those 
who have not yet reached the first bodhisattva ground up to the 
bodhisattvas of the tenth ground, including iron wheel-turning kings 鐵輪
王, copper wheel-turning kings 銅輪王, silver wheel-turning kings 銀輪
王, and gold wheel-turning kings 金輪王. 〔梵網經菩薩戒本私記 HBJ

Meanings

[Basic Meaning:] cakravartī-rāja 

Senses:

" 遮迦越羅; 轉輪王 cakravartī-rāja, sovereign ruler, whose chariot 
wheels roll everywhere without hindrance: the extent of his realm and 
power are indicated by the quality of the metal, iron, copper, silver, 
or, for universality, gold. The highest cakravartī uses the wheel or 
thunder-bolt as a weapon and 'hurls his Tchakra into the midst of his 
enemies', but the Buddha 'meekly turns the wheel of doctrine and 
conquers every universe by his teaching'." [soothill

            個人了解,在藏傳佛教是有不一樣的意義(加了一點不一樣的解釋)
            不過,建議妳可參考佛學研究中心提供的學佛工具,
            查梵文、巴利文、藏文,比對一下多少可以了解一點吧!
